At a bare minimum, this is what we recommend for you to launch successfully:
1. Post your site link in a place that people work, make the link easily findable
E.g. Post the link in your intranet or add it as an Okta tile
2. Set the example: Create org-wide boards to model behaviors
E.g. Have a leadership retirement or large milestone coming up?
Create a board to recognize this leader and invite everyone to contribute
This will inspire similar use at all levels of your org
3. For the first year, on a quarterly basis, continue to promote your site
E.g. Send Email, Slack or Teams reminders to all employees to remind them about your site
Note that because this guide is intended for enterprise launches, not all recommendations will apply to every plan (e.g. you won't be able to integrate with Slack/Teams on your business plan), but most recommendations are applicable to all plan types.
